The estimated up or down time of this PVC, based on
monitoring PVC activity and LMI status messages.
May not equal the interval duration; the probe was

Congestion Notification bit set, for each direction on
the PVC.

Number of frames with the Discard Eligibility bit set,
for each direction on the PVC.

Congestion Notification bit set, for each direction on
the PVC.
